Water Authority Board Adopts Two-Year Budget and Approves 2014 Rates

The San Diego County Water Authority’s Board of Directors on Thursday approved wholesale water rates for calendar year 2014 and adopted a $1.5 billion budget for fiscal years 2014 and 2015.

The new two-year budget is 5.2 percent larger than the current budget, mostly to cover higher costs for the purchase and treatment of imported water. Wholesale rates that the Water Authority charges its 24 member agencies next year will increase by 2.6 percent for untreated supplies and 3.5 percent for treated supplies.

The San Diego County Water Authority’s General Manager on Thursday recommended a $1.5 billion budget for fiscal years 2014 and 2015, up 5.2 percent from the current two-year budget mostly because of higher costs for the purchase and treatment of imported water.

Water Authority Proposes Smallest Rate Increase Since 2004

The San Diego County Water Authority on Wednesday announced that it will propose increasing rates charged to its member agencies by 2.6 percent for untreated water and 3.5 percent for treated water in calendar year 2014, mainly to cover higher costs for imported water. If adopted by the Board of Directors in June, the increases would be the smallest since 2004.

The San Diego County Water Authority Board of Directors approved issuing up to $686 million in debt, Water Revenue Bonds Series, 2010A and 2010B, to provide continued funding of its Capital Improvement Program (CIP). The bond sale, scheduled for early 2010, may also be used to refund approximately $51 million of outstanding callable Water Revenue Certificates of Participation, Series 1998A

Funding for commercial water conservation rebates offered through the Metropolitan Water District (MWD) of Southern California’s Commercial, Industrial, & Institutional Save-A-Buck Rebate Program (www.mwdsaveabuck.com) has been exhausted for the current fiscal year. The CII Save-a-Buck program provides rebates for the replacement of older, inefficient devices used by businesses.

Water Authority takes another step to meet the region’s treated water demand

Moving rapidly to increase the San Diego region’s ability to produce needed supplies of treated water, the San Diego County Water Authority board of directors today approved the required performance specifications for its proposed Twin Oaks Valley Water Treatment plant. The plant, scheduled for completion by summer 2008, will produce 50- to 100-million gallons of treated water a day. The Water Authority requires board approval of performance specifications before soliciting proposals from design-build-operate teams.

Standard & Poor’s upgrades Water Authority credit rating to ‘AA+’

The San Diego County Water Authority announced that the credit rating agency Standard & Poor's upgraded the Water Authority’s bond rating from its current level of "AA" to "AA+" on April 22. Credit ratings are one of the primary criteria used by investors in determining the rate of return that they will require when purchasing the Water Authority's debt. The upgrade comes as the Water Authority’s Board approved a negotiated sale today of up to $625 million in Water Revenue Certificates of Participation (COPs).

Water Authority Using Solar Panels to Power Up Savings for Ratepayers

Solar electric systems capable of producing approximately 2.6 million kilowatt-hours of electricity combined per year are now in operation at three San Diego County Water Authority facilities.  Based on current rates, the systems are projected to save the region’s ratepayers $1.7 million in energy costs over the next 20 years and will enable the agency to meet a significant portion of its power needs with renewable energy.
